   In the early 1980's I wrote to the Queen of Great Britain at Buckingham Palace requesting that Julie Andrews would be made a Dame. To my surprise,  I received a reply from a member of her staff, saying that 'the honours' came from the Prime minister's Office, but that they would forward the letter for me. Unfortunately, my letter was "misplaced" as it took them till 1999 to fulfil my request...
